How can i force app store to request password for all downloads

How can i force app store to request password for all downloads

I have a new phone and i want to be asked for my password every time i try to download an app, even for ones i have previously downloaded on my other phone.

I have done the following:

Settings > [Name] > Media and Purchases > Password Settings

Selected 'Always require password' and 'Require password' for free downloads

However I can still download apps I already have on my other phone, how can I stop this happening?

iPhone 8, iOS 14

Since you have already purchased the app on another device I do not see a way of preventing that other than perhaps trying to use ScreenTime to disable app downloading in general unless you enter the screentime passcode to disable the feature again.
