Why can't I turn on my Personal Hotspot on my iPhone?

Have you confirmed with your cell carrier that Personal Hotspot is supported by them on your cell plan? Not all carriers and not all plans support Personal Hotspot, so you should confirm that it's avaialble to you before you try further troubleshooting.
