To me it doesn't sound like you are asking about merging accounts but instead changing ownership. Technically that is not allowed* and he should be creating his own account from scratch. It wouldn't make much difference in the end since his taking it over is essentially the same thing for most purposes. The differences would be minor since the major things could be done using sharing services. My advice is to just have him create his own account and then use Family Sharing to use items between accounts.

Apple ids are not meant to be merged. If you're logged on on one of your husbands accounts it takes more then simply change the email. The best thing to do is make sure you have stored everything locally then log out of your account and make a new account for yourself
