My husband and I have 2 businesses and email accounts
I ended up with 2 apple ids using both emails and want to change one so my husband can use one of the apple accounts.

To me it doesn't sound like you are asking about merging accounts but instead changing ownership. Technically that is not allowed* and he should be creating his own account from scratch. It wouldn't make much difference in the end since his taking it over is essentially the same thing for most purposes. The differences would be minor since the major things could be done using sharing services. My advice is to just have him create his own account and then use Family Sharing to use items between accounts.

As for the email address, that can be changed but not to one that has previously been used for an Apple ID. The support article Change your Apple Account primary email address - Apple Support outlines various methods for changing the email address (Apple ID) you use for your Apple Account while retaining everything in your account.
If you wish to retain data on the account being changed, tell it not to delete it when you change the ID and then delete what you do not want.

Apps and media bought with one Apple account are permanently associated with that account. Look into using Family Sharing to continue to be able to use items purchased with one Apple account with other Apple accounts, and for some data sharing features.
