my old iPhone prompted me to reset it after I finished setting up the new one and I mistakenly reset it. As a result I can’t do anything with the old phone. Whenever I try to finish pairing my watch with the new phone, it with prompt me on my watch to enter my passcode and then my phone will say it cannot connect to the watch.

I got it paired to the new phone. It wouldn’t unpair from the old phone. So I used the forget this Apple Watch from the old phone. Paired with the new iPhone and restored it from iCloud.
I believe there is better process for doing this but the prompts on the iPhone and watch weren’t telling me that. So the watch was stuck in the middle so to speak. All working fine now. The apple watch and iPhone both are updated to their latest software versions.
I had the same problem with the same devices.
I shut down my Apple Watch 9 and put it on the charger to start up again.
Then I re-tried pairing my Apple Watch to my iPhone 16.
On your watch tap on OK to pair your device and then very quickly enter your passcode.
I had to try it a few times because it kept timing out.
Then just sit and wait or go do something else because it takes longer than I thought it would to pair. It syncs a lot of data.

my wife and I had the same problem. we both had to unpair and do a complete reset and re-pair of the watches. make sure you have a backup.
I had the same issue. I resolved it by cycling power on the watch and resetting the app on the phone.
Me, too. Is it. Because the watch is still on WatchOS 10?
Update.
My watch wasn’t pairing with the new phone because the watch battery was below 50%.
I charged the watch, put it on and entered the passcode, then opened the Watch app on the new iPhone, tapped retry pairing, and it paired and synced fairly quickly, with no troubles.
