The new IPhone 16 pro max just came out and I’m looking to upgrade from my iPhone 11, but I’m on a budget. Can someone please tell me if I can purchase the iPhone 15 pro max in store still as it’s discontinued online. And what’s the price for it?

If you found a brick-and-mortar Apple Store that still had any left, they would probably be selling them for list price.
As for other retailers, you will need to check prices and availability with them.
well apple stopped selling the 15 pro's
so it would depend on if third party resellers choose to lower the price
But they’re all selling refurbished iPhones, which I’m not comfortable with. I prefer to purchase a brand new iPhone.
