iOS 18 update iMessages never finish indexing

As the title says, I recently updated to iOS 18 and now I am unable to search old messages. All I get is a few recent messages and then “more results will be shown once messages finish indexing.”

I know other people have fixed this issue by turning their iCloud storage on and off again but I don’t use iCloud. My phone is backed up to my MacBook Pro and my iCloud storage setting is turned off. Does anyone have a solution to this problem or did this happen to anyone else during the update?
