Is iforgot.apple.com a scam or can it be used to recover an apple id?
I want to know this because I want to know what i can do if I forget my apple id.

Re-read carefully the article you have seen. It says that the scammers deliver an email to recipients with a link, and goes on to say "Note that the email contains the iforgot.apple.com URL, which is a legitimate Apple website, however, this actually a hyperlink [to a fake page]."
The hyperlink in the email does not take you to iforgot.apple.com but instead takes you to a fake site the scammers have set up.
Apple has a support page If you forgot your Apple Account password - Apple Support which at the foot of the page under the heading Reset your Apple Account password on the web has details on their password resetting web page called Recover Your Apple Account at https://iforgot.apple.com/
Note too that the PCrisk page you have mentioned is a veiled advertising tool for something called Combo Cleaner for Mac, which some might see as a scam in itself.
