IOS update Temporarily Unavailable

When trying to download IOS a message pops up saying IOS 18 temporarily unavailable try again later and it’s been doing that for 3 days or so, when I hit remind me later it says the phone will update when the phone is locked with sufficient charge but never ends up actually downloading, my device is supported by the update, I have enough storage and it’s not a connection issue what do I do?
