How can I turn off auto window resizing? It seems like a recent feature, but I can’t find anything in the settings. What I mean is when I drag a window, say Google chrome, off to the side, a blue window option pops up that automatically makes the window that size and in that location. I can’t choose not to have the window go there.

You can turn it off in System Settings, Desktop & Dock or just move the window a little more and the tile will go away.
If they’re not showing in Sequoia, call Apple. There’s no way we can do anything about them.
As I mentioned in the previous post, you can just keep moving the window and the little outline will go away and you can drop the window wherever you want and it won’t expand.
What is the exact, specific name of the setting? There’s nothing in desktop and dock that helps with this issue.
