can not set "Desktop" as current working directory in Rstuio of a new M3 mac pro laptop

I just replaced an old Mac Pro with a new M3 chip Mac Pro laptop. I am able to migrate my files from the old laptop to the new one, however, when I try to run "setwd("~/Desktop/folder1"), it does not work. If I try to access any files on the desktop, always get errors as "Operation not permitted". and the "Tab" cannot show the content of any Desktop folder name, but it works if I want to check anything under "~/user/Documents/" folder.

MacBook Pro 14″, macOS 15.0
