The "flexgate" Mac laptop issue affected 2016-2017 models and that repair program has ended. The symptoms typically looked different than yours. Your symptoms look like a failed display, for which the only fix would be to replace the display. This can run up to $600-$1000, it is a very expensive repair. If you do not have an extended AppleCare policy for the computer, you would need to pay the entire cost yourself.
Such a display failure would not be caused by a program that you or another family member might be running on the laptop. It could be caused by some sort of impact to the screen or liquid spill/damage. Or by some stress or pressure applied to the laptop when closed (or when open). Or simply by hardware failure, which is not common but can occur, maybe in a few % of mass produced devices after 4 or 5 years of use, when failure rates, especially for laptops, start to increase. In a laptop, a failing battery can swell up and damage other nearby electronic components as well.
The fact that the TV shows a clean display does indicate that the failure is in the laptop screen itself.
These types of symptoms almost always worsen over time. I would be sure to have several good backups of everything because it will get worse and might impact other aspects of the laptop operation in the future.
You posted "lmao" and posted an emoji as if this is humorous but this is actually a catastrophic failure for a laptop, assuming you want to continue using it as a laptop - you can always switch to using an external monitor and use it as if it is a desktop machine. Note that Apple offers new M2 MacBook Airs starting at $999 now.
