JPG thumbnails randomly not showing in finder

I am having an issue where depending on the icon size some random jpg thumbnails are showing as blank pages, changing the icon sizes causes random thumbnails to switch between being shown and being blank


in image above thumbnail size is 428*428


in image below thumbnail size is 96*96



the issue seems to be only affecting photos I took with the rear camera on my iPhone 13 and not photos sent to me by others or taken with the front camera


can anybody shed some light on this?


I have tried resetting thumbnails , force quitting and restarting finder, reboot to safe mode , converting files to JPEGs (this works and file thumbnail stays put regardless of size) , force stopping the thumbnails agent.

I originally thought it was uppercase extensions that were causing the images, but it happens with both uppercase and lowercase. this is just one example, the problem is across the board.


if I right click on a file with a jpg extension that is giving an issue and I select quick actions and convert image a dialog comes up which allows me to choose jpeg, png or tiff if I choose jpeg it creates what appears to be an exact copy of the file just changing the jpg extension to a jpeg extension and the problem does not exist with the file with the jpeg extension


I tried checking the associations in preview and they are all showing as jpegs with the default program being preview.
