Syncing iCloud Keychain on Windows

I downloaded iCloud on Windows 11 and I wanted to sync iCloud Keychain. I went into the app and it said I need to enable iCloud Keychain on my Apple Devices. I checked on my iPhone and it said that it was turned on. I restarted both devices and it says the same thing.
