Why is Apple Maps taking up almost 20% of my storage?

My iPhone 12 mini, with 64 gigabytes of storage is currently using 12.76gb of storage and gaining more and more storage usage everyday. I don't use Apple CarPlay ever which seems to be a frequent relationship to the high storage issue, and additionally, I do not have any downloaded maps, although it says the vast majority of storage is being used under the "Documents and Data" section. What is happening? I've tried deleting the app and it still used the same amount just with the offloaded symbol next to it. I've tried resetting my phone both with the app deleted and not. Nothing has helped.
