Safari keeps giving me an error saying it cannot open a file that I downloaded

I'm using MacOS Sequoia (15.0: 24A335) and for some time now when I download a file safari wont let me open it from within. I have to go to my downloads folder and open it from there or go to the coressponding app and open it from there. It states that "No available application can open the file" but the file itself in the safari downloads drop down shows the application that would normally open it. Is there any fix to this?
