Remote button doesn't show on itunes (PC version), can't pair with Remote app on iphone because of this

I'm trying to pair my remote app on my iphone with itunes on my PC. I am using the latest version of itunes, 12.13.3.2. Both my phone and my PC are on the same network. I have firewall permissions set to allow iTunes through the firewall. I have home sharing ON. I have restarted iTunes, my PC, and my iPhone numerous times each. Yet the remote button that is supposed to be there is never there.
