I have a Numbers spreadsheet with drop down lists, and I am wondering if I can export the Numbers sheet to Preview (or into a PDF) and have it transfer the drop down lists that are already in the Numbers sheet?
Exporting to PDF replicates the way the sheet would be printed.
Pop-up lists are not visible on the printed format. They're only used for selecting cell input.
Therefore, the PDF would show whatever the cell value was, and not that there was a pop-up menu with other options behind it.
Generally, PDFs are not considered editable, so the value prop of including the pop-up menu is missing.

Do you mean Pop-Up Menu?
If so, the values in the menu will not preview or print. Only the current choices in cells formatted as Pop-Up Menu will display.
Perhaps you could post a screenshot showing what you are trying to do?
