Why do I have to use Touch ID for EVERYTHING
I am trying to download an app on my phone, but it keeps asking for a fingerprint I don’t remember creating. I would much rather use my Password, so can anyone help me?

To disable Touch ID on your iPhone or iPad go to Settings then Touch ID & Passcode. Enter your passcode and then turn off Touch ID for all the options.

No, I need Touch ID to turn itself off. For some reason when I tried to turn off Touch ID about a week ago it asked me for it, which makes no sense. Shouldn’t I be able to use my passcode for this? How am I supposed to turn off a Touch ID that I don’t remember creating if it asks me for it when I try to turn it off?

You don't need TouchID to turn off TouchID. You follow the directions Limnos provided above.
