My iPad Air 5th generation randomly turned off by itself and when i try to turn it on the apple logo appears and disappears but the iPad doesn’t actually turn on. That is also only while it’s plugged in, so if it’s not plugged in nothing happens no matter what i press. I’ve also tried force restarting but that didn’t work either

Assuming you've left the iPad connected to a confirmed-as-working charger for a couple of hours at least, that sounds to me like a failed or failing battery in which case you'll need to get it replaced.

Plug your ipad to itunes and then do a force restart.
