iOS 18, iPhone 12 - cannot restart and finish repair of display

After updating to iOS 18, I was given an option in settings to restart and finish repair for my display. When I select the option to restart and finish display, it’s done one of two things. At first, it wouldn’t give me a pop-up and tell me that it could not connect to the server. Now it will give me a pop-up at the bottom of the screen to restart and finish after pressing the first button like it is going to actually complete the repair. Rather my Settings app becomes frozen and it does nothing. I followed the guide on the support website to use the parts and service history feature, but it was no help.
