Can Passwords App be imported to iCloud.com or to iCloud on PC?

Hello iCloud Password app on Windows doesn’t support import passowords from 1password, LastPass, via CSV or any format.

Must buy MacOS and import from Safari?

Why not support import on iCloud.com or iCloud on PC?

how to import more them 300 passwords? Manualy?
