Looks like this functionality is finally here on ios18.
Seems to work well if sending messages to other iPhone users, but if sending texts via SMS to non-iPhone users, the “send later” option doesn’t appear

Unfortunately, the way it works is your iMessage scheduled is sent to Apple's iMessage servers and holding the message until the designated time. Only iMessage is supported, so you won't be able to use it between SMS.
