My ipad 4 ios 10.3.3 couldn't activate
when i finish the step to choose wifi, i pressed next and it show me activation failed

According to MacTracker, the iPad (4th generation) (Wi-Fi + Cellular) only supports a couple of LTE bands.
"Networks: GSM/EDGE (850, 900, 1800, 1900 MHz), UMTS/HSPA+/DC-HSDPA (850, 900, 1900, 2100 MHz), LTE (Bands 4 and 17)"
If you are in a part of the world where carriers have shut down their 2G/3G networks, and the carriers are also using different bands for their 4G/LTE service, maybe there is no cellular network to which your iPad 4 is able to connect. You may want to check with your carrier.
thx a lots but all of your solution i already do but it still activation failed find a nearest apple store to get help or replacement ._.
but this is not my issue, my main issue is "activation failed" .sorry
