How do I un-sync Game Center?

How do un-sync Game Center?

Every time I attempt to toggle it off in iCloud+, my settings freeze. When I re-open it, it's toggled to the "on" position. How do I remedy this? Further, when I attempt to access it via 'apps', I get a perpetual loading screen. How do I just disable it?
