iPadOS 15 is the supported limit for iPad Air 2nd gen.

The iPad Air 2 is not compatible with iOS 16 or higher.
It can be updated to iOS 15.8.3, no further.
The current supported version for the iPad Air 2 is 15.8.3.
I can’t update my iPad Air 2 to 17.7
