I bought a new Mac Air M3, but when I opened it, I saw the number of cycles was 2, even though it is new and has never been used. What is the reason? Is it used?

No, it is not used. It is not at all unusual for a new battery to have accumulated 2, 3 or even more cycles. It may have accumulated cycles at the factory where it was manufactured, or at the Apple factory, after being installed in the Mac.
