There are third party AirTag holders that could be used (heck, I think Apple makes one) that attach to a keyring. You might be able to use one of those.
But be advised that doesn't mean you'll always be able to track your cat. AirTags can only report location when they are in proximity to an iPhone - so don't think that you would always be able to see where your cat is. They'd have to be within bluetooth range of an iPhone (really close). I wouldn't recommend using it for this purpose.
