Issues with iPhone 11 (iOS 15): Safari Download Button Missing and Other Functionality Problems

Hello, everyone! I am experiencing several persistent issues on my iPhone 11, currently running iOS 15:

1. There is no download button appearing on the Safari toolbar, affecting my ability to download files.
2. I can no longer save images to my photo library; I only see the option to "Add to Photos."
3. Safari is missing from the Privacy settings, which may be contributing to the issues I am experiencing.
4. I recently changed the download location to save files on my iPhone but have since switched it back to iCloud. Despite this change, the issues persist.
5. I am unable to download anything on other browsers, indicating that this issue might not be limited to Safari.

I have tried various troubleshooting steps, including resetting settings and following all suggested fixes, but nothing seems to resolve the problems. Additionally, I am unable to update to iOS 17 due to my device's limitations.
