Text messages don’t alert when iphone 13 is locked

I've have an issue where when my phone (iPhone 13) is in locked screen, the phone does not play a sound or display a banner when a message is received. The phone is NOT in do-not-disturb/silent mode, nor are the contacts set to do-not-disturb. The phone receives notifications and banners normally when the screen is unlocked, but if the phone screen is locked it does nothing when a message is received. (the phone receives phone calls no problem when the screen is locked). I do not get email notifications when a message is received and the screen is locked. I do get the notification in my Apple Watch. Is there some setting in Watch that I have changed that caused this?
