Can't boot after Sequoia Update

Just get spinning wheel when signing in. Over an hour now. Time is not correct on screen either. Tried repairing and re-loading update. Same thing.

MacBook Pro 13″, macOS 15.0

Do not spend any more time trouble shooting this issue

Once this type of software is installed >> Norton Security Software

Once it becomes Embedded into the computer " Start Over from Scratch  "

You can spend hours or days hunting down all the bits and pieces of this software and never really get it all off the computer

For Apple Silicon computer >> Use Disk Utility to erase a Mac with Apple silicon.

For Apple Intel computers >>   Use Disk Utility to erase an Intel-based Mac followed by How to reinstall macOS

Always make a Time Machine Backup  before  proceeding

If going this route - I suggest Not using Startup Assist to migrate everything back.

This will probably Re-Introduce ( Norton Security Software ) back into the Operating System

If MacOS won’t load in safe mode, than it’s probably not a 3rd party app issue.  Perhaps there was a disk corruption when doing the install.  Try doing disk repair from recovery mode.  Ref:  How to repair a Mac disk with Disk Utility - Apple Support

You can also reinstall MacOS from recovery mode without losing your data.

You can try running Apple Diagnostics to see if there's some other hardware issue - ref: Use Apple Diagnostics to test your Mac - Apple Support
