Can not upgrade or redownload free apps.
I have free apps that are needing upgrades or to be redownloaded. Since I don’t have a payment method set up, it will not allow me to upgrade or redownload apps that are free. Why?

Because a valid payment method is required to download/update apps. It makes no difference if it is a free app. See step 2 here:
If you can’t download or update apps on your iPhone or iPad - Apple Support
If you have a previous charge that has not been paid for due to a billing problem, then that will need to be paid first. You will not be able to use the App Store or update apps if you owe money from a previous purchase/subscription.
