downgrage icloud storage options
I can choose the downgrage option and it shows checked...but will not let me press DONE

See the following from Downgrade or cancel your iCloud+ plan - Apple Support
Click Done. If you can't click Done, make sure that you're signed in with the same Apple Account that you use for your iCloud+ plan.
