Change Notification Address

I want to change the email address of my Apple account, however when I do so, I need to change my notification email address first as it’s the same.

But, as also reported by other users:

this is not working, there is nothing under Security appearing.

I’m stuck here, any help is appreciated, as I need to transfer from business to personal email address.
