That's expected. That feature takes advantage of the hardware for Adaptive True Tone flash. Adaptive True Tone flash uses multiple lenses and a 3x3 grid of LEDs to let an iPhone tailor flash coverage.

BlogDoiPhone – What is the Adaptive True Tone Flash on the iPhone?

With the flashlight beam width setting, you're in control, but the phone is still selectively turning LEDs on and off at the hardware level. It can only do that if it has multiple flash LEDs that are individually selectable.

Only the iPhone {14/15/16} Pro and Pro Max models have Adaptive True Tone flash, and I read somewhere that the option to narrow or widen the beam might only be available on iPhone {15/16} Pro and Pro Max models. A regular iPhone 15 can run iOS 18, but does not have the hardware to support Adaptive True Tone flash or the flashlight beam width feature.
