iphone 16 with iOS 18, cant turn off dictation

New phone, I have switched off as many relevant toggle as I can find in the settings but it still dictates.

I have an iPhone 12 pro and I would like to use dictation, when I look up how to use it I'm directed to the keyboard settings where i do not have an ‘enable dictation’ button. I have restarted my phone multiple times but it is still not there. Try Settings > General > Transfer or Reset iPhone > Reset > Reset All Settings.
