Shift + Numbers Not Working - MacBook Air

I've had a very peculiar issue come up with my 2023 MacBook Air just over the past day. My shift keys work just fine with letters, and my number keys work just fine as well. And yet, if I try to enter any of the characters that are shift + number (! @ # $ etc), nothing happens. The computer doesn't seem to recognize that I am entering anything.

The buttons work separately, but not together - so that makes me think it's not likely to be hardware? I've noticed that if I press a number first and then hold shift after, it will allow me to type those characters. For a few seconds, and then it will go back to not letting me type them. But that is really not sustainable, and I need to get to the bottom of this.

I couldn't really find other instances of this when I searched. I tried restarting, updating OS, booting in Safe Mode. But nothing is fixing it. Has anyone encountered this before?
