iOS 18 Backgroud App Refresh all grayed out and can’t make changes
I followed the old advice of checking screen time settings, and that was not the issue. What next?

What screen time setting did you check?
Settings/Screen Time/Content & Privacy Restrictions/Background App Activity?
Did you try turning it off, then on again?
Did you try turning off Screen Time completely?
Do you have a business or school email account on the iPhone, or is it under MDM (Mobile Device Management)
