It's a scam, coming from an infected or malicious website. To clear these fake notifications:

- In the Safari app on your Mac, choose Safari and click Settings (or Preferences), then click Websites, then click Notifications. Scroll through the list of websites and look for websites that don’t want to receive notifications from. Anything that shows Allow can send you messages, so switch them to Deny if you do not want to see their messages.

- You might also need to clear Website Data (on the Privacy tab).

- Finally, you may want to turn off the setting to "Allow websites to ask permission to send notifications"

It is not possible, as explained here: Signed system volume security - Apple Support

The MacOS is on a sealed read-only volume. So it is not possible for you or anyone else to install a virus in the OS. That's the definition of a virus, it is installed in the OS and self-replicates from there. But the MacOS (unlike Windows) is on a real-only, sealed volume. Even if you wanted to, you cannot penetrate it to install virus. So the notifications are false. They can occur from annoying malware or fake notifications, but that can be readily rectified. Follow varjak's instructions to get rid of them.
