my photos removed from iCloud backup before iCloud photos finish syncing

i have iPhone 12 pro max , i am usually using iCloud backup for all my data and photos , but recently i turned on iCloud photos , and it automatically removed photos from the iCloud backup even before the iCloud photos finish syncing, and now my iphone after trying upgrade it to iOS 17.7 stuck on swipe up to upgrade, and it my need to be restored , but as i mentioned the iCloud photos syncing not completed and the iCloud removed photos from the lasted iCloud backup , my question is how to recover photos from iCloud backup . please apple help , i don't want to lose my family's memories for the last ten years .

Once you enable iCloud Photos, your photos will no longer be part of the iCloud backup. So, if after turn on iCloud Photos you made a backup of your device, it will not include your photos. You should, ideally, have other backups of your most precious data (3 copied, made 2 ways, with 1 copy kept offsite). I’d leave the device connected to power. If you were logged into it and didn’t restart the device, it should continue to sync with iCloud. Depending on how many photos you have, an initial sync can take days. Log into iCloud.com to see the progress.
