My apple 6 watch is fully charged. I follow the instructions to turn off watch and then follow the instructions to restart the watch. The first time I attempted to turn on the watch, the image of the white charging disc appeared. But nothing happened. Is there a step that I am missing

Usually, if the charging cable icon appears on the screen, you will have to charge your watch for up to 30 minutes, using the charging cable that came with the watch and a genuine Apple Adapter.
If your Apple Watch won't charge or it won't turn on - Apple Support
If the watch dose not start up after that time, sitting on the charging puck, the issue is hardware related and the battery might be damaged.
In that case, you will have to get your watch diagnosed by Apple:
