Will I loose my iphone backup if I change my region
I am moving from Usa to India and want to change my region to India.
Will that affect my icloud backup if I buy a new iphone

No, it won't. Your backup and iCloud Drive files are linked to your Apple Account (Apple ID), not the region you select for your purchases or subscriptions (which is really what the region is all about.)
