I can do the same using Google Pay on Android in India. I can just add my credit card to Google Pay and then tap my phone to pay. Why won’t Apple let me do the same with Wallet app?

Is Apple Wallet separate from Apple Pay? I see the option to add card in Apple Wallet, but it doesn't do anything.
Apple Wallet can hold tickets, passes, store loyalty cards, car keys, house keys, hotel keys etc. This part of the Wallet is separate from the payment part.
