I would like to propose the idea of implementing ScreenSavers on iOS similar to those on the Mac and Apple TV, because Live Photo reduces the quality of the video and does not look aesthetically pleasing.
It will look cool on iPhone.

It sounds as if perhaps you don't understand the purpose of a screensaver. They are to prevent burn-in caused by leaving the screen running with a static image on it. Leaving aside the fact this is much less of a concern for modern displays than it was for old CRT monitors, your iPhone screen doesn't generally stay on for more than about a minute.
If you want to display picture, I'm sure there are "photo frame" apps out there that might do what you want.
Why would you want a screen saver on a phone?
You can make a suggestion to Apple here -
A screen saver on a phone is useless. Not to mention using up resources, adding to the degridation of the OLED, and shorter battery life. I seriously doubt Apple would ever impliment such a feature.
For additional customization, at least add the same content as on MacOS and Apple TV.
