It sounds as if perhaps you don't understand the purpose of a screensaver. They are to prevent burn-in caused by leaving the screen running with a static image on it. Leaving aside the fact this is much less of a concern for modern displays than it was for old CRT monitors, your iPhone screen doesn't generally stay on for more than about a minute.
If you want to display picture, I'm sure there are "photo frame" apps out there that might do what you want.
