Alarms does not appear on the watch’s app list nor on the watch app in my iPhone.
As Kurt Lang said, there is no "alarm" app on the iPhone.
I also don't see that it's listed in the the Apps list on the watch. At least, it's not on mine. But I can still set alarms:

If you somehow deleted the Alarms app on your watch, you can download it again from the AppStore on your watch, as described here:

Per my note, I can't speak for the Watch because I don't own one.
But, to clarify my own response, everything for an iPhone is under the Clock app: World Clock, Alarm, Stopwatch and Timers.
I can't speak of an Apple Watch, but on an iPhone, the timer is under the Clock app.
The Alarms app on the Apple Watch looks like this:
And is a stand alone app.
The Alarm app is listed on my Apple Watch Ultra 2, watchOS 11:
