The thief cannot reset the phone......assuming your friend had a passcode on the phone.

If the battery on the phone has run down, that is that. There must also be another Apple device in very close proximity to the stolen phone to be able to pick up the very week Bluetooth signal that the phone is sending out.
iPhone thieves know this of course, that is why they are so fond of placing a stolen iPhone in a small special type of bag.....called a Faraday......that will not let the phone either send or receive a signal at all.
So, even if the phone is On and the battery is good, the owner will see only an "Offline" message using Find My.

Not quite. When you look for the phone using Find My......and the phone is displayed as "Offline"......you won't be able to do anything with the phone at that time.
What happens when you log on to www.icloud.com/find and enter your friend's Apple ID and Password?
Note: if his stolen iPhone is a iPhone model 11 and up, even after the thief turns off the phone, they will still receive Find My updates from Apples Ultrawide Band.
He will not, but he can check if it has been removed by looking at his Apple ID and looking at his connected devices.
Even if he has his iPhone market as lost, the thief can still reset it using Finder on MacOS or iTunes on Windows or MacOS. Although, he can still find the location of the iPhone using an iPad or another iPhone on Find My, or using external apps like Life360, if connected already.
Although, if the thief does factory reset it, the iPhone will be iCloud locked and will not be able to unlock it unless he is able/does find out the password to his Apple ID.
"Anyone can use iTunes or finder to erase a device. There is no way to stop anyone from doing that. However, as long as you leave the device listed as a trusted device under your AppleID (check by logging into your AppleID at https://appleid.apple.com/) then Activation Lock will prevent them from activating it and using it.
If they erase it though, all the remote Find My tracking and commands will no longer work.
There is also no way to retrieve any data on the device that was not backed up before it was stolen. The only way you’ll ever get that data back is if the iPhone is recovered intact without being erased."
