Is it possible to download apps without adding a payment method on the App Store?

That's unfortunate. You MUST have a valid payment method tied to your Apple Account in order to download apps.
Here is a link which explains what options you can use --> Payment methods that you can use with your Apple ID - Apple Support
Until you find a way to use one of the payment methods, you won't be able to download apps.
