How to fix Time Sensitive Notifications on my iPad?

my notifications are saying "2 hrs" but they are being sent "now". my time sensitive is off for these apps. what do i do to fix it. i have restarted my ipad. updated it. deleted and reinstalled the apps.

my iPad was doing this before the update also.

Random, delayed app notifications on iPhone Why does my phone randomly notify me from different apps all at once , then 45 min goes by, then same thing happens again but with different apps saying I was notified well before my actually did. For instance I’ll get a notification on IG , I click it , and it said I got it fifteen minutes ago.
