Hi there! ever since i bought a new phone i havent been able to add my card to apple pay at all, ive tried everything i can, eg: factory reset, change location, reset all network settings. and all i get from it is the same ‘could not add card to apple pay’ is there any fix?

Yes, VPN software must be deleted and the VPN profile deleted from your Settings. Then your Network Settings need to be reset. If you unfamiliar with the procedure please reply and I can post the steps.
VPN software will be wherever you put it on your iPhone. The profile is at this path,
iPhone > Settings > General > VPN & Device Management > delete profile

If you're using iOS or iPadOS 15 or later, tap Settings > General > Transfer or Reset [Device] > Reset > Reset Network Settings.
If you're using iOS or iPadOS 14 or earlier, tap Settings > General > Reset > Reset Network Settings.
This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.<<
