Mouse movement is too fast. Rapid Scrolling & Jumpy mouse in Mac Mail - Sonoma 14.6.1

When the computer updates it resets the mouse settings.

Does anyone have a solution that will...

#1 stop the updates from resetting the mouse settings

or

#2 a way to slow the scrolling down to a reasonable speed?

What I have already done:

Switched new mouse to the old mouse - no difference.

I have turned off all the settings that would increase mouse speed with movement or scroll and the mouse movement is almost at 25% and still the scrolling is too fast for my client.

If helpful to know: Upgraded from an old 27" imac on El Capitan to the new 24" iMac 2023 with Sonoma currently: 14.6.1 - the mouse is way faster but the screen is smaller causing frustrations. )

This is controlled in System Settings->Accessibility->Pointer Control.

There is a button for a trackpad and one for a mouse. You can slide it all the way to the left - the turtle.

I can't imagine that being too fast for anyone...

This is for my trackpad, as I don't have a mouse here, but the mouse control is identical (note that I have it more than half way to the right).
