To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
Does it work in the new account?

it was Norton antivirus I think. I uninstalled and WiFi came back. Now I can’t connect to Norton VPN server. I don’t know what’s up with that. More screwing around with settings I suppose.

Unless you're using a true VPN tunnel, such as between you and your employer's, school's or bank's servers, they are not very secure from a privacy standpoint.
